While validation has been covered in several publications, a review of the basics is necessary. ASQA (Australian Skills Quality Authority) describes assessment validation as granular review of the assessment process.
Fundamentally, assessment validation is aimed at identifying which parts of an RTO's assessment process are effective and which need improvement. The purpose of validating assessment tools is to verify that all aspects, performance criteria, and evidence of performance and knowledge are included by your evaluation tools. Therefore, whenever you obtain new educational resources, you must perform assessment tool validation before students use them. There's no need to wait for your next scheduled validation. Check new materials immediately to verify they are appropriate for students.
Nevertheless, this isn't the only time to perform this type of validation. Conduct assessment tool validation also when you:
- Revise your resources
- Introduce new training products on scope
- Review your course against training product updates
- Flag your learning resources as a risk during your risk assessment

- Learner Workbook: Ensure it is suitable as an assessment tool during validation. Check if instructions are clear and response areas are sufficient. This is a common issue.
- Assessor Guide: Also ensure if guidelines for trainers are sufficient and if clear standards for each assessment task are provided. Clear standards are crucial for reliable evaluation results.
- Supplementary Resources: These may include lists, logs, and templates developed separately from the workbook and evaluation guide. Validate these to ensure they match the assessment activity and meet subject requirements.
Validation Panel
Regulation 1.11 specifies the requirements for panel members. It states validation can be performed by one or more people. However, RTOs usually mandate all educators and assessors to participate, sometimes including sector experts.
Collectively, your validation panel must have:
- Workplace Competencies and Current Professional Skills relevant to the validated unit.
- Current Knowledge and Skills in Vocational Training.
- Either of the following training and assessment credentials:
- Certificate IV check here in Training and Assessment TAE40116 or its successor.
Principles of Assessment
- Fairness: Is equal opportunity and access provided to everyone in the assessment process?

Key Considerations for Assessment Validation
Pay attention to the action words in the unit specifications and ensure they are addressed by the evaluation task. For example, in the unit CHCECE032 Nurture babies and toddlers, one required performance evidence asks students to:
- Change diapers
- Prepare and feed bottles, clean feeding equipment
- Prepare and give solid food to babies
- Respond appropriately to baby signs and cues
- Get babies ready for sleep and settle them
- Supervise and support age-appropriate physical activities and motor development
Frequent Errors
Asking students to describe the nappy-changing process for babies under 12 months old does not meet the unit requirement. Unless the unit specification is meant to assess theoretical understanding (i.e., knowledge evidence), students should be carrying out the tasks.
Watch Out for the Plurals!
Pay attention to the quantities. In our example, one of the unit requirements of CHCECE032 requires the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just one baby does not fulfill the requirement.
All or Not Competent
Pay attention to lists. As mentioned earlier, if students only complete half the tasks, it’s not compliant. Each evaluation task must address all specifications, or the student is incompetent, and the assessment method is not compliant.
Be Specific!
Each evaluation task must have clear and specific benchmark answers to guide the assessor’s evaluation on the student’s competence. Therefore, it’s crucial that your directions do not confuse students or trainers.

Avoiding double-barrelled questions makes it simpler for students to respond and for trainers to accurately judge student competence.
